Training and Certification

ConSol partners with utilities, public agencies, nonprofits, and workforce development programs to expand access to training opportunities in the building energy sector, including through group and regional discounts. We also offer direct training programs for individuals seeking to enter or advance in the field.

ConSol is the official training partner of CHEERS, a Home Energy Rating System (HERS) Provider approved and regulated by the California Energy Commission (CEC). CHEERS is also recognized by the EPA and DOE as a Multifamily Review Organization (MRO), a DOE Zero Energy Ready Home (ZERH) Certification Organization, and an EPA Home Certification Organization (HCO).

EPA 608 Technician Certification
Required for HVACR technicians handling equipment containing refrigerants. All courses include unlimited EPA 608 practice exams, downloadable study guide, instant access to three attempts at an online-proctored exam, and a digital certification card.

EPA 608 Universal Certification
This course references section 608 on Refrigerant Management Regulations, which can be found on the EPA's website. This course covers the CORE, Type I, Type II and Type III training.
EPA 608 Type I Certification
This course is intended for technicians who maintain, service, repair, or dispose of small appliances containing ozone-depleting refrigerants.
EPA 608 Type II Certification
This course is intended for technicians who want to maintain, service, repair, or dispose of medium, high, and very high-pressure appliances that contain ozone depleting refrigerants or their substitutes.
EPA 608 Type III Certification
This course is intended for those that want to be certified to maintain, service, repair, or dispose of low-pressure appliances that contain ozone depleting refrigerants.

Home Energy Rating System (HERS) Rater Certification
The required certification to operate as a HERS rater in California. Â After completing this online course and in-field training, you will be certified to provide HERS testing for new construction and alteration projects.
2022 New HERS Rater Training Course
This course is intended for technicians seeking to become Home Energy Raters (HERS Raters). HERS raters are responsible for assessing the energy efficiency of residential construction projects, verifying they comply with California’s Energy Code.

Electives
CHEERS offers elective courses for homeowners, contractors, building professionals, and HERS Raters seeking to expand their knowledge of energy code compliance, the HERS Rating System, and related industry practices. These courses provide targeted training to support specific roles and project needs.
Introduction to The HERS Rating Industry
This course introduces homeowners and building professionals to California Energy Code Title 24 and the HERS Rating System. It also covers CHEERS tools and resources for supporting energy code compliance.
HERS Rater Certification 101: Navigating the Certification Process
Designed for those pursuing HERS Rater certification, this course outlines the steps to becoming certified and provides a guided walkthrough of the CHEERS Registry.
Homeowner Course
Targeted to homeowners planning construction or renovation projects, this course explains which projects require permits, the risks of unlicensed installations, and why hiring a HERS Rater is critical for compliance.
Contractor/Installer Course
This course provides contractors and installers with the knowledge to meet HERS compliance requirements. Topics include required project documentation and proper use of the CHEERS Registry to find certified Raters.
Energy Consultant, Architect, Designer Course
Created for energy consultants, architects, and designers, this course covers the value of CEA Certification, strategies for project coordination, and opportunities to participate in above-code programs.
Builder Course
This course equips builders with a clear understanding of HERS Raters’ role in the construction process and outlines who is responsible for compliance documentation within the CHEERS Registry.
Building Department Course
Intended for building inspectors and permitting officials, this course explains how to process compliance documentation, work with a HERS Provider, and verify project status within the CHEERS Registry.
2019 Update for HERS Raters
Designed for HERS Raters certified under the 2016 Energy Code, this course details the changes in the 2019 standards. Topics include building and duct leakage, airflow and fan efficacy, HSPF and heat pump capacity, mechanical ventilation, whole house fans, water heating distribution, and quality insulation inspection.
2016 Supplemental Training
This course enables Raters certified for the 2019 code cycle to add 2016 certifications to their profile, allowing them to perform verifications under the 2016 Building Energy Efficiency Standards.
2019 Supplemental Course
For currently certified HERS Raters, this course fulfills the requirements to update existing credentials to the 2019 Energy Code for Residential New Construction, Residential Additions/Alterations, and Nonresidential projects.
2022 New HERS Rater Training – Existing Raters
This foundational course for all new California HERS Rater applicants covers legal requirements, job safety, Title 24 basics, building science, HERS diagnostic inspections, and CHEERS Registry training.
2022 Rater Certification Update Course
This course updates current HERS Rater certifications to meet 2022 Energy Code requirements for Residential New Construction, Residential Additions/Alterations, and Nonresidential projects.
Nonresidential Certification
This course is intended for California HERS Raters pursuing Nonresidential certification. It covers nonresidential project requirements and field diagnostic inspection procedures.

A2L and A3 Certificate
Coming Fall 2025
This course is designed to provide HVACR technicians holding EPA 608 certification with essential knowledge on the industry's shift towards lower global warming potential (GWP) A2L and A3 refrigerants (mildly flammable and flammable, respectively). It focuses on safe handling practices, regulatory compliance, and technical skills for working with these refrigerants.

Advanced Certifications
ConSol offers advanced courses for existing HERS raters looking to build out their skillset and advance in the industry.
ENERGY STAR Certified Single-Family New Homes
This course is intended for home energy raters responsible for verifying that new single-family homes meet the EPA’s ENERGY STAR energy efficiency and performance standards.
ENERGY STAR Certified Multifamily New Construction Homes
This course is intended for home energy raters responsible for verifying that new multifamily buildings comply with the EPA ENERGY STAR program’s energy efficiency and performance standards.
DOE Zero Energy Ready Home
This course is intended for home energy raters responsible for verifying that new homes meet the U.S. Department of Energy’s Zero Energy Ready Home (ZERH) program requirements for energy efficiency, comfort, and indoor air quality.
EPA WaterSense Training for HERS Raters
Intended for certified HERS Raters, this course provides the training necessary to perform WaterSense verifications and issue WaterSense certificates through the CHEERS Registry.
